July 30th Patch

Patch Changes:

• Changed how Accuracy works to a more simplified version.
• Combined AOO and Snapshot into a single reaction that covers both of them.
• Introduced a new Reaction called Intervene that can be used to substitute yourself for a target of an attack.  
• Added 2 new items
• Some rule clarifications

Two major changes are being playtested. The next patch will be a major one.
